Since Khairpur is a large, impoverished district, DIL began a second partnership in the Khairpur area with the Indus Resource Center (IRC) in 2001 to provide quality primary and middle school education to girls.

Khairpur, a land of meticulously lined date palms and vast cotton fields, is situated 450 km north of Karachi and shares a border with India to its east.  In the rural areas, only 53% of children attend primary school and only 48% of children older than 10 are literate.  The average literacy rate for males is 65% and only 25% for females.

In 2005, DIL and IRC set up the Beyond Middle School Program.  This program provides scholarships and educational assistance to middle school graduates who want to attend high school.  This year the first group of program graduates entered colleges

IRC

Indus Resource Centre (IRC) was established in 1999 for the purpose of strengthening community based civil society institutions. Their mission is to bring marginalized communities into the mainstream of national affairs.

The organization is registered under the Societies Registration Act of 1860. It is governed by a Board consisting of five development professionals, two government officials and one university professor. The Executive Director is the head of the management structure and is responsible for ensuring that IRC’s overall objectives are met. At present IRC has 22 program staff and 9 support staff at offices in Khairpur, Sehwan and Karachi.

IRC is implementing a variety of programs and projects in Khairpur related to education, micro credit, integrated rural development and strengthening of government institutions. For every project and program, IRC partners with a Community Based Organization (CBO) that plays a vital role in its implementation. Since 2001, DIL has been supporting IRC’s main education project - called the "Non-Formal Girls’ Primary Education Project"
